With the rapid development of emerging services such as cloud computing, internet of Things, and fifth-generation communication technologies, how IT technology can more flexibly support the development of communication services has become the main trend of the communication industry in the future. The integration of IT and IP services is an important direction of Telecom 2025. In terms of traditional operators, since the beginning of the cloud computing business, although the statement of the integration of IT and IP services has been existing for many years, there are very few cases where the integration is really achieved. On the contrary, it is not uncommon to see IT be disjointed with traditional communication service. Because the main business of the enterprise is the traditional communication business, IT teams lack of construction and technical foundation. And all IT systems are purchased from third-parties, which lead to a lack of knowledge and understanding of the IT system, resulting in blind investment. Then, how to integrate the IT and IP that will become the focus of the next step.
The competition in the traditional communication service markets is becoming increasingly fierce. ICT professionals have been neglected in the communication industries all the time. Only when the problem arises, and someone needs to take the lead to solve the problem, the IP professionals will be arranged to cooperate with the third party or the equipment manufacturer to deal with the problem, which is pf low efficiency and high cost. In the traditional maintenance mode, network personnel do not need IT knowledge, and third parties can use their professional advantages to squeeze operators.
When third parties carry on IT planning from the beginning of the project, they rarely ask opinions from operators. Even if the IT project is invested by operators, due to the reasons mentioned above, many times third-party IT personnel are often buried in their own IT planning, and operators' personnel are immersed themselves in network planning. In the traditional business development process, the conflicts between the two is relatively small. However, when cloud technology gradually replaces the traditional C/S mode, the long-standing phenomenon that the two are separated from each other, even like two lines in parallel, becomes more and more obvious. Therefore, when the problem occurs, IT personnel think that there is no problem in the software, and IP personnel thinks the network is of no problem, but who can tell the connection problem between the two? In addition, the operator, as the service provider, because of its own technical deficiencies, it lacks of voice and predominant power and can only be at the mercy of the third party, bearing all the losses, which will cause great waste and uncontrollability of the business. Therefore, only by establishing the its own emerging ICT team can the operators better take the lead.
In the current demands for business development, the demand for cloud services is increasing. According to China Telecom's 2025 target network plan, it is foreseeable that the cloud services will replace the existing C/S services in the future, and users will increasingly concentrate traditional lines, servers, software systems and other requirements on the cloud platform, which can save their costs and can greatly save the investment and maintenance cost of the access network construction for the operator, thereby forming a price advantage and being more conducive to occupying the market.
Compared with the traditional C/S structure modes, cloud services are simple for users. They only need to propose the application requirements, and the software companies provide software, and the other servers, routers, and dedicated physical devices are all virtualized as cloud hosts. In other words, it is no longer necessary for operators to invest in the machine room, equipment, circuits and post-maintenance costs, all of which are simplified to cloud servers and IDC rooms. But at the same time, new requirements are made for operators. As cloud host providers, operators must charge the users for operating systems, databases, and other value-added services.
Emerging ICT is not only the supporter of projects, but also the developer of new products. In summary, to make the positioning of the emerging ICT professionals clear for communication operators, operators should should established emerging ICT professionals as soon as possible. Besides, special training for IP personnel familiar with operating systems, databases, and software programming should be organized, and the cloud should be organized. Starting from technolog, gradually expand the coverage of new technologies, such as big data and Internet of Things according to business needs. Carry out echelon construction based on the development of emerging ICT, increase the number of team members, expand the involved level, and build a competitive ICT team that meet its positioning demands in a short period of time to reserve talents for the fierce competition in the emerging ECT market.
