The industry remains strong this year, but the growth rate is expected to be low or negative, due to the weaker-than-expected demand of LED back-light.

Development Strategy of LED Lighting Industry
1. Develop advance LED Lighting technologies and resolve
IP issues.
2. Create local markets for high-efficiency lighting products
through large-scale demonstration projects, including
traffic signals, street lamps, road indication boards, and
landmark LED lighting.
3. Harmonize cross-strait standards and product certification,
lifting the barriers into China market.
4. Leverage design capabilities from advanced markets to

LED Traffic Sign Project
The target is to replace all incandescent traffic signs
in Chinese Taipei
 Began in 2009
 Completed on Sep. 30, 2011

Totally 696.7 thousands traffic signs have been
replaced
 Saving 85% electricity compared to conventional traffic
signs, or 247,800,000 kWh electricity annually
 515,100 ton carbon reduction per year
 1.4 billion NTD market value

LED Road Indication Board Demonstration Project
The first testing site in TaiChun City in 2009
 79% of the drivers considered the information on the LED boards
is more clear than conventional ones.
 Comparing to conventional indication and information boards,
drivers could identify the information at a longer distance.

Another 3 testing sites in northern, middle, and southern
Chinese Taipei by the end of 2011.
 To conduct more evaluation, and generate a LED indication board
standard.

Background
Roughly 160 million to 180 million street lamps worldwide
consume 114TWh electricity annually
 An early market for LED lighting applications, considering their
cost/performance ratio.
 870,000 LED street lamps were installed in 2010 worldwide,
increased by 43% from 2009

There are 1.8 million street lamps in Chinese Taipei
 52% mercury lamp, 35% HPS lamps, 10% fluorescent lamps
 Replacing mercury lamps by high efficiency LED lamps benefits
both industry development and environment protection.

By the end of 2008, more than 10,000 LED street lamps
were installed
The world’ first LED street lamp standard (CNS 15233)

was published on 04 Dec., 2008, based on these early

 Six testing labs were established and accredited by TAF to test
LED street lamps, three of them were approved later by BSMI to
certify LED street lamp products in the labeling program

government during 2009 to 2010.
 Bureau of Energy took the lead in driving the technology
development by systematically large-scale deployment

TLSLIA (Taiwan LED Street Light Industry Alliance) was
founded in January 2010
